BDDK IT Audits in Turkey: What Financial Institutions Should Expect

The Information Technology (IT) audit conducted by the BDDK (Banking Regulation and Supervision Agency) is a systematic review and assessment of the IT infrastructure, systems, processes and applications of organisations in the financial sector. These audits verify that the technology systems of banks and financial institutions operate securely, effectively and in line with legal regulations.

An IT audit carried out by the BDDK generally involves the following stages.

1. Planning

The first stage defines the scope and objectives of the audit. Auditors select the IT systems to be examined through risk assessment and prioritisation. This stage is shaped by the audit's objectives, the breadth of the areas to be reviewed and the audit's priorities.

2. Review and Testing

Auditors examine the IT systems and operations of the financial institution under review, assessing the compliance, performance and security standards of its systems and processes.

Advanced technology analysis: IT audits also cover the latest technologies banks use — cloud computing, big-data analytics, artificial intelligence — and how these are managed. Auditors assess how these technologies are integrated and used within the bank's risk-management frameworks, and analyse how resilient the systems are to current and potential threats.

Cyber-security review: A bank's cyber-security policies, defence mechanisms and breach-detection systems are an important part of the IT audit. Auditors evaluate the adequacy of defences against cyber-attacks through penetration tests and incident-response procedures. Staff cyber-security training and awareness levels are also reviewed.

Data management and privacy: BDDK audits also examine institutions' data-management processes and their compliance with customer-data protection. This covers data classification, data access controls and the effectiveness of data-leak prevention systems. Compliance with local regulations such as the Personal Data Protection Law (KVKK) is particularly important here.

IT management and internal controls: The organisation's IT management structures, internal controls and how those controls are applied are a cornerstone of the IT audit. Auditors assess the transparency of management processes, the effectiveness of control mechanisms and the practicality of policies and procedures within the organisation. The management of IT projects and their integration into risk-assessment processes is also reviewed.

Auditors also run various tests to identify system performance, security vulnerabilities and potential risks — including penetration tests, system and application security tests, and data-protection and backup tests.

3. Evaluating Findings

Auditors analyse the information gathered and assess the state of the IT systems and operations, producing detailed information on their current condition, identified weaknesses, risks and non-conformities.

4. Reporting

Audit results are presented in a comprehensive report covering findings, risks and recommendations. This report is shared with senior management and relevant parties so that corrective and preventive actions can be taken quickly, and is also submitted to regulatory authorities such as the BDDK. Effective communication and transparency are critical to the success of the audit.

5. Continuous Monitoring and Improvement

An IT audit is seen as a continuous process rather than a one-off event. Based on the findings, organisations take corrective action to address weak points and improve processes. The BDDK may carry out follow-up audits at regular intervals to monitor the implementation and effectiveness of these corrective actions.

These processes keep financial institutions' technology infrastructures continuously up to date, guaranteeing both the protection of customer data and the uninterrupted, secure operation of systems. The BDDK's IT audit contributes to the healthy and secure functioning of the financial sector.
